Guide for soap and skincare
Sell soap and skincare online
Handmade soap, balm, cream and lip balm are cosmetics, and the cosmetics rules apply to small makers too. Before you sell, every product needs a safety report from a qualified assessor, and it must be notified in the EU's cosmetics database, CPNP. In Norway, Mattilsynet supervises cosmetics.

What you need in place
- 1Responsible personIf you make cosmetics yourself, you are the responsible person. It's on you that the product is safe and the documentation is in place.
- 2Safety report and product information fileEvery product needs a safety report, assessed by someone qualified in toxicology or a related field. The report and the rest of the documentation make up a product information file, which you keep for ten years after the last batch goes on the market.
- 3Registration and CPNPCosmetics manufacturers register with Mattilsynet, and every product is notified in CPNP before it goes on sale. Mattilsynet on registration and notification (in Norwegian).
- 4Labels and claimsThe label needs, among other things, the ingredients by their INCI names, the amount, how long it keeps and your name, with some of it in Norwegian. Cosmetics can't be marketed as treating a disease, such as eczema.
- 5VATSoap and skincare carry 25% VAT.
Before you add a new scent
A new scent or a new recipe usually counts as a new product, with its own safety assessment and its own CPNP notification. That's why many makers start with a few products and add more over time.
Soap and balms are light and travel well. Pack creams in glass jars as you would any glass.
Shops, salons and spas
Interior shops, hair salons and spas like to stock local soap. In the B2B portal they order at their prices, and you approve the order before you ship.

Common questions
- Does homemade soap need a safety report?
- Yes. Soap you sell is a cosmetic, and every product needs a safety report from a qualified assessor before it's sold, even when you make it at home in small batches.
- What is CPNP?
- The EU's database of cosmetic products. Every product is notified there before it goes on sale. The information isn't public; it's used by authorities and poison centres.
- Can I say my balm helps with eczema?
- No. Cosmetics can't be marketed as treating a disease. Describe what the product does for the skin instead, such as moisturising and protecting it.
